Production, Power, and World Order

Social Forces in the Making of History

Author Robert W. Cox

Synopsis

Where does a world order come from, and why does it eventually change? Robert W. Cox shifts the answer away from the exclusively diplomatic or military realm toward the historical organization of production. In Production, Power, and World Order, published in 1987, international relations are not an autonomous system of states competing on a pre-existing stage: they are part of social configurations in which labor, capital, institutions, and ideas are intertwined with the formation of power.

The book reconstructs different relations of production and their political consequences. The ways a society organizes labor, distributes resources, establishes hierarchies, and gives rise to collective subjects shape forms of statehood and the scope for international action. Cox explores this relationship without reducing it to a single economic cause: states, social forces, and world orders constitute one another through concrete historical processes.

Drawing on historical traditions and the Gramscian notion of hegemony, his perspective distinguishes mere coercive predominance from forms of leadership capable of institutionalizing consent. The liberal order, competition among imperial powers, and Pax Americana thus appear as historical configurations that call for an explanation not only of who dominates, but also of the alliances, productive capacities, and institutional arrangements through which domination is reproduced. Global stability ceases to be a natural property of the system and becomes a social construction vulnerable to crisis.

The result is a major work of critical international political economy. Its intellectual ambition goes beyond correcting state-centered realism: it demands that the history of social groups and relations of production be restored to international theory. Rather than describing power as something possessed by political units, Cox interrogates the historical conditions that make it possible and the forces capable of reorganizing it.
